Does anyone remember? (Fallout 2 related)

So back in the olden days of olden times... There was a program you could use to extract the files from Fallout 2 and you could paste them into say mspaint or whatever to create your own scenes using all the textures... I used to make a whole bunch of little scenes in .jpg form 2-3 computers ago, but I can't for the life of me remember what that program was called?

I remember vaguely that the mapper would do this, I never played with this sort of this thing. Google seems to say you need an FRM to bit map converter to convert the files back and forth.
