It means it's playing the long game - reserving its energy till we are all Vault-bound, then...BAM! Dwarf population explosion!
Would Dwarfs be MORE likely to survive a radiated wasteland or LESS?
I say they would be MORE likely.
Being more "round" the radiation would only penetrate a few inches thus leaving the vital organs alone. The organs are further inside.
Also the thick skin from genetics (and online debates) would filter out some as well. However their beards would fall off due to the radiation so they wouldn't be dwarfs anymore.
